A Verizon update for the iPhone 5 patches a bug that could charge for cellular data usage while on WiFi....
Here's Apple's page on this update:

Unlike iOS updates, this update takes only seconds to download into iTunes. You can also update from your iPhone.
You then must shut down your iPhone and restart it. Finally, check Settings > General > Carrier to make sure the version is Verizon 13.1.

This will not change the Software Version shown in iTunes.

Some AT&T customers are having the same problem as reported on several websites. So far it hasn't happened to me but I'm keeping close tabs on my usage numbers.
