I recently had this problem with my olypen account in setting up mail on a recently purchased used iPad. It is a pop account and I kept getting the message that it was not seeing the pop3.server. I physically visited olypen downtown Sequim and the tech solved the problem by switching the ports that were being used to address the server. Apparently, olypen has figured out a solution/work around to the problems between iOS 9 and their server.

I use pop rather than IMAP because my wife and I share the account and, with IMAP if one of us deletes a message it is gone and the other person may not get to see the message. With pop we leave it on the server and we can both see it on our separate computers when we independently choose to read mail.

FWIW, this would work with IMAP as well. Just be sure you don't move a message to the On My Mac section in OS X Mail. You can set up as many e-mail folders as you like in iCloud, so messages moved there will remain visible on all devices.
