A Macintouch reader posted a worried note about being able to give a voice command to dial a phone number when his iPhone was locked and Siri was disabled.
Turns out this is one of those cases where the computer (iPhone in this case) is doing what you told it to do, not what you wanted it to do.
In settings, you can have Voice Control on or you can have Siri on. If you want Voice Control and Siri off on the lock screen, you have to set them separately.
