Yes, cmd-shift-3 is the default for invoking SnapzPro. I too had unusual difficulty capturing screen shots while in Time Machine. It's not hard to understand why that should be so. The Time Machine app basically takes over your whole screen while you're in there and in general that's a good thing. Otherwise people would get very mixed up as to whether they were in the "present" or in the "past." I think that Time Machine does a good job of keeping those things separate. But it does make trouble for folks like us trying to get a screen shot of what you see in there!
