Simple, cheap graphics app for Leopard

We replaced a printer for my mother in law this evening. Now she has printing back, as well as copy and scanning. But she doesn't have any app for manipulating scanned images. And, as far as I can see, the Canon MX 410 software doesn't include any.
We use Photoshop for this purpose, but that's way beyond her, and way too expensive to boot.

So I'm looking for recommendations for simple, cheap painting software. This wouldn't be for retouching or correcting photos, but for simple cropping, rotating, selective erasing, circles and arrows, adding text, etc. on scanned images.

This has to work on Leopard, so anything from the Mac App Store is out.

(BTW, this is the second HP printer we've replaced because support was dropped after a couple of years. Both were replaced with Canon printers.)
