Sounds very scary to me. Who knows what damage I might do if I tried this.
The Shadow Knows!
Folder Actions are merely Applescripts or Automator scripts that a user can set up to manipulate folders automatically. If you follow the instructions you'll find one of two situations:
1. There are no Folder Actions. This will be the case unless someone set one up sometime in the past. No Folder Actions are set up as part of a stock OS X install.
2. There are one or more Folder Actions. You could probably tell immediately if one is set up to do the thing you're finding.
Disabling Folder Actions is reversible.

Is this how you create new folders on this computer?
Create a folder
Click the desktop if you want to create the folder on the desktop; otherwise, open a Finder window and navigate to where you want to create the folder.
Choose File > New Folder, or press Shift–Command (⌘)–N. ...
Enter a name for the folder, then press Return.

Please create a new folder and send us a screenshot of the desktop.
Press Shift-Command-3 to take a picture of the whole screen. To capture just part of the screen, press Shift-Command-4.

Will do ..... as soon as I visit the friend who has the problem. (But of course now it's my problem, too, since I'm the one who screwed up her computer.) Probably next week sometime. I appreciate your hanging in there with me on this one.

If she's close to an Apple store it might be faster to have her make an appointment and take it in.
