iOS 9 is available as of today.

Here is some of what is new:
With this update your iPhone, iPad and iPod touch become more intelligent and proactive with powerful search and improved Siri features. New multitasking features for iPad allow you to work with two apps simultaneously, side-by-side or with the new Picture-in-Picture feature. And, built-in apps become more powerful with detailed transit information in Maps, a redesigned Notes app, and an all-new News app. And improvements at the foundation of the operating system enhance performance, improve security and give you up to an hour of extra battery life.

Cool. Now I can get it downloaded before I have to restore my iPhone 6 as a new iPhone so I can turn it over to my wife.

(Restore requires a full image download in iTunes.)

Also, I hope the new iTunes and iOS 9 will finally euthanize the bugs in WiFi syncing.

This update includes many security patches:

True, but it's not necessary to do a full restore to give your iPhone to someone new. This page explains how to erase and set up your iPhone as new right on the device.

This may not be absolutely necessary when just giving your iPhone to a family member. But last time I passed an iPhone down to my wife, we had problems with her (new) phone ringing when mine should have. A call to Verizon fixed that, but this time I'll fully erase the iPhone first.
