Air Drop not working.

This involves my iPad (iOS 9.1), iPhone (iOS 8.4.1) and Mac Book Pro (El Capitan).

Sometimes I am able to Air Drop between the two iOS devices without issue. Other times I may have to turn AirDrop on/off on either or both devices to get them to recognize one another. Sometimes I give up and send the information via email or message.

My MBP has recognized neither iOS device.

Tonight I had my MBP next to another MBP. They recognized each other on Air Drop. And... the other MBP recognized my iPhone (the iPad not being present). My MBP still did not recognize my iPhone.

Upon returning all to my desk at home I clicked on Air Drop on the MBP and a drop down window opened with a line for "More Info:" I clicked on that two hours ago and the little spinny wheel (not the colorful pinwheel) engaged. It was still spinning when I just checked on it. is it on a fruitless mission looking for "More Info"?

Anybody have any ideas?

We just use File Sharing, so I've never tried to work out AirDrop.
That said, I can see the same general problems you report. I activated AirDrop on my wife's iMac (3 feet away), on my iMac and on my iPhone, and have inconsistent results.

On my wife's iMac, I could see my iMac's icon, then it disappeared. On my iMac, I can see my iPhone, but not my wife's iMac.

A couple of notes:
You need to have WiFi turned on on the Mac.
You can get AirDrop from the Go menu.
My iPhone disappears from the Mac AirDrop window when the screen sleeps/locks. It comes back, but slowly.

I've always had trouble with AirDrop. One of the worst issues is that a device has to be awake. For example, on my iMac, I can watch my iPhone AirDrop icon disappear and reappear as my iPhone screen goes dark, and I wake it up again.
Conversely, I can watch on my iPhone as my AirDrop icon goes away when I put my iMac to sleep. (Yes, wake for network access is on on the iMac.)
At least, I don't have to have the AirDrop window (or any Finder window) open on my iMac, as long as it's awake. (I think that's an improvement in Mojave or High Sierra.)

I ran into another AirDrop problem today, which turned out to be easy to fix.
I was AirDropping a photo from my iPhone to my iMac. I was sitting at my desk with my iMac on and the AirDrop Finder window open. My iPhone was showing in the Finder AirDrop window.
But on my iPhone, I only saw my wife's iMac listed for AirDrop.
As a test, I tried choosing that AirDrop icon, and the photo went to my iMac.
After scratching my head a while and doing some web searching, I found that I had my wife listed as Me in Settings > Contacts > My Info. I changed that and it fixed the problem.
I have no idea how I got that set wrong in the first place.

I have no idea how I got that set wrong in the first place.
I think I figured this out.

In following this procedure to share one contacts list, I inadvertently ended up with two Me names in the shared contacts list. I think deleting one of those and then adding one of the persons back as a regular contact has solved the problem.
