Yup, Newsstand was always a folder but it looked different than every other folder. Since iOSx wouldn't let you nest folders you couldn't put Newsstand anywhere. It was the different icon that caused the confusion. But with iOS7 Apple will let you move Newsstand out of the way if you don't use it.
