True to recent form, Apple was being conservative in the delivery date. The original delivery date was June 13. The iPad shipped on June 2, with a new delivery date of June 8. As far as I've ever read, Safari in iOS is built in and not independently upgradeable. So you can assume that your iPad has the latest Safari.
