You may need to reset iPhoto's preferences to start up and download images. See image below. If that doesn't work, connect the camera (making sure it's switched on, as Richard says) and see if it shows up as an external drive in the Finder. Note that Apple says the iPad will charge on low-power USB ports, but only when it's off or asleep. So seeing "No Charging" doesn't tell the whole story.
