In reply to the original question, I replaced my old Actiontec with the newer Actiontec PK5000, and have had no issues.

Your Downloads folder should be located in your Home folder (see screenshot). Just drag its icon down to the dock, and you should be back in business. A user's Pictures Folder does, in fact, contain the iPhoto Library folder. That folder contains all the files used by iPhoto, including all original unedited photos and thumbnail versions of all photos. iPhoto can then access those files to provide the structure, and organization you see in iPhoto ....
